This outlaws Wildlife Shooting contests in which the person or team who has killed the most animals or the largest animals wins a prize. Many of these contests are sponsored by bars and the killing of animals is generally regarded as "good fun" in a party-like atmosphere. These events are not considered to be hunting by many hunters.

Mandates Transparency of Animal Shelter Operations
 

This bill requires animal shelters to report annually  on intake and disposition of animals; such reports shall be available to the public.

Strengthens Buster’s Law to Enable Felony Prosecution of Aggravated Animal Abuse

This bill provides that a person is guilty of aggravated cruelty to animals when such person intentionally injures  an animal with aggravated cruelty; unlike the current law the strengthened law would also apply to wildlife and all animals kept as companion animals regardless of species.
